Notice of appointment - François Marchal appointed General Manager of AQIII

Despite this period of uncertainty, the AQIII Board of Directors is pleased to announce the appointment of Mr. François Marchal to the position of General Manager. He will be responsible for the Association’s operations, as well as being Chief Executive Officer.

An MBA graduate from HEC Montréal, Mr. Marchal has many years’ experience as General Manager. He also brings to the Association a vast knowledge of communications and marketing, having worked in the media and cultural sectors.

AQIII CEO Caroline De Guire to step down at the end of the year

December 13, 2019

The Board of Directors of the Association québécoise des informaticiennes et informaticiens indépendants (AQIII) announces the departure of its President and CEO, Caroline De Guire.

“After 7 years at the helm of our Association, Ms. De Guire has chosen to reorient her professional activities and will be stepping down at the end of December 2019,” announces Jean-Michel Laroche, Chairman of the Board.

The announcement of her departure from AQIII comes at the same time as that of her appointment to the Laval Chamber of Commerce and Industry (CCIL) as President and CEO as of January 2020.

AQIII takes part in the ICT White Paper

November 30, 2019

AQIII and key players in Quebec’s ICT ecosystem joined forces to contribute to the development of the Quebec Technology White Paper, a project initiated by TechnoMontréal.

This unique industry collaboration testifies to the vitality of our ecosystem, and has resulted in 16 recommendations to the governments of Quebec and Canada, aimed at making the industry more attractive and competitive, particularly for independent IT consultants.

The White Paper’s ambitious goal is to mobilize the technology ecosystem around issues such as growth, competitiveness, outreach and workforce, but above all to offer solutions. The publication of the White Paper represents a pivotal and structuring step in the acceleration of Quebec’s digital transition.

Memoire - Bill N°29

September 2019

Bill 29 (PL 29) amending the Professional Code is of major concern to the entire IT and computer science community in Quebec, and in particular to the 22,000 independent IT contractors represented by the AQIII.

As presented, PL 29 would add computer science and IT to the engineering fields of practice. It would define software development activities that would be reserved for engineers. If this bill were to be passed as is, many computer scientists and other IT professionals would no longer be able to practice their professional activities as before, or would be obliged to practice under the supervision of an engineer.

Caroline De Guire, CEO of AQIII, co-chairs this “Coalition” of 30+ universities and IT industry associations, and is currently multiplying various government meetings to preserve her members’ freedom of independent IT entrepreneurship.
